EDERA’s new instant report is online
On the occasion of Renovation Days 2026, EDERA has published an instant report presenting the potential of Offsite construction solutions for delivering the Piano Casa (Italian Housing Plan).
The Piano Casa aims to make around 100,000 homes available over ten years, with limited resources and construction costs that rose by 21% between 2020 and 2025. How can they be built quickly and at certain costs? The instant report Offsite Construction for the Piano Casa proposes an answer: industrialising construction by moving part of the on-site work to the factory, as also indicated by the new European Affordable Housing Plan.
The document gathers the first Italian evidence provided by the almost 100 organisations that are members of Offsite Hub Italia, the network launched by EDERA. In new construction, timelines are 20 to 50% shorter and costs up to 15% lower. In industrialised renovation, with over 1,500 homes already renovated using the EnergieSprong industrialised approach, savings can reach 30% when energy efficiency and seismic safety are addressed together, with intervention times reduced by up to 60%.
The report also contains some policy proposals: an administrative fast track and simplified procedures for public administrations launching industrialised projects, an inter-ministerial steering committee, and an industrial policy aiming to deliver 20% of interventions with offsite methods, making the construction sector more productive and maximising the impact on the implementation of the Plan.
